Consider the matrix M_ij, such that the ij-th entry is 1, and all other entries are 0. Suppose A is your central matrix. Then
M_ij * A gives you a matrix such that the ith row is the jth row of A, and everywhere else zeroes.
A * M_ij gives you a matrix where the jth column is the ith column of A, and everywhere else zeroes.

So suppose a_ij was non-zero, where i != j. Then (M_ji * A)_jj = a_ij. But (A * M_ji)_jj = 0, contradiction. So A has to be diagonal.
Now (M_12 * A)_12 = a_22, but (A * M_12)_12 = a_11, so a_11 = a_22. Similarly, you can show all the diagonal entries of A are the same, so it is scalar.
