Bell ExPress Vu Channels? Not working?

my bell express vu channels aren't working since november 2008. its says "scrambled channel" or "signal is weak" i have my own individual satellite and receiver set up and no bell channels are working also dishnet pakistani channels aren't working either because of nagra 3 files release where can get those nagra 3 files
